The Rural Electrification Fund Board
Mr Willard A. Chiwewe
Mr Willard A. Chiwewe is the current Chairman of the Rural Electrification Fund. He was appointed in June 2014. He holds a Bachelor of Arts English Honours Degree from the University College of Rhodesia and a Graduate Certificate in Education. His career began in 1973 when he joined the Ministry of Education and held various posts as an English Teacher, Head of the English Department and Lecturer at various learning institutions until 1979. Soon after independence Mr Chiwewe first joined the Prime - Minister's office as an Under Secretary and Political Advisor and later Deputy Secretary to the Prime Minister and Cabinet. In 1997, he was appointed Secretary for Defence and became the Senior Secretary in the Ministry of Local Governement and was later appointed Masvingo Provincial Governor.
Mrs Cecilia Chitiyo
Ms Cecilia Chitiyo is the Deputy Chairperson of the Rural Electrification Fund. She was appointed in 2005. She holds a Master’s Degree in Public Administration from the University of Zimbabwe which she obtained in 2001. She is employed by the Ministry of Local Government, Rural and Urban Development as the Provincial Administrator for Mashonaland West Province.
Mr Josphat Takundiwa Jaji
Mr Josphat Takundiwa Jaji was appointed to the Rural Electrification Fund in 2002. He is the current Chairperson of the Audit and Corporate Governance Committee. He holds a National Diploma in Local Government & Administration, a Master’s Degree in Social Science (Development Administration) and Masters Degree in Business Administration (MBA) from NUST University which he obtained in 2014. He worked for the Ministry of Local Government, Rural and Urban Development as District Administrator and Provincial Administrator for Mashonaland Central Province. In February 2015, he was appointed Inspector General, Performance, Audit and Inspectorate Agency of the Public Service Commission.
Mr Felix Alexander Chikovo
Mr Felix Alexander Chikovo was appointed to the Rural Electrification Fund (REF) Board in 2005. He is the current Chairperson of the Finance and Procurement Committee. He holds an International Diploma in State Administration, A degree equivalent Higher International Diploma in Rural Development Planning, Management & Evaluation and a Bachelor of Science (Honours) Degree in Politics and Administration. He was employed by the Ministry of Local Government as District Administrator for Gutu and later Provincial Administrator for Masvingo Province. In Sepetember 2016, Mr Chikovo was appointed National Director of the Traditional Leadership in the Ministry of Rural Development.
Mr Fungai Samuel Mbetsa
Mr Fungai Samuel Mbetsa was appointed to the Rural Electrification Fund Board in 2005. He is the current Chairperson of the Strategic Planning Committee. He holds a Bachelor of Science (Honours) Degree in Politics & Administration, a Post Graduate Diploma in Water and Sanitation, and Masters Degree in Business Administration with Zimbabwe Open University. He is the Provincial Administrator for Masvingo Province.
Mr Christopher Shumba
Mr Christopher Shumba was appointed to the Rural Electrification Fund Board in 2005. He is the current Chairperson of the Manpower Remuneration Committee. He holds a Bachelor of Education Degree obtained at the University of Zimbabwe and a Master's Degree in Education, Planning and Policy Studies with the Zimbabwe Open University. Formerly a Teacher, Headmaster and Lecturer at Chinhoyi Technical College, Mr Shumba joined the Ministry of Local Government in 2001 as a District Administrator for Chegutu and was later appointed Provincial Administrator for Mashonaland West Province. In 2015, he was appointed Principal Director in the Ministry of Rural Development, Promotion and Preservation of National Culture and Heritage.
Mr Midard Khumalo
Mr Midard Khumalo was appointed to the Rural Electrification Fund Board in June 2014. He holds a Bachelor of Arts Degree with the University of South Africa and a Masters of Education, Administration, Planning and Policy Studies and a Diploma in Disaster Management with the National University of Science Technology. Formerly, a Headmaster for a number of schools, Mr Khumalo was appointed District Administrator for Umzingwane in 2004 and later appointed the Provincial Administrator for Matabeleland South in 2014. He retired from Government in April 2016.
Engineer Christinah Moyo
Engineer Christinah Moyo was appointed to the Rural Electrification Fund board in June 2014. She is the current Chairperson of the Business Development Committee. She holds a Higher National Diploma in Electrical Engineering, a Bachelor of Technology in Electrical Engineering and Electronics and a Masters Degree in Renewable Energy with the University of Zimbabwe. She is a Lecturer and Chairperson of the Bachelor of Technology (Electrical Engineering) Department at Kwekwe Poltechnic. She is also involved in community development programmes.
Engineer Joshua Vunganai Mashamba
REF Chief Executive
Engineer Mashamba is the Chief Executive of the Rural Electrification (REF). He was appointed Chief Executive in 2013. Previously, Engineer Mashamba was the Director Business Development, a post he held since he joined Rural Electrification Fund from the Ministry of Energy and Power Developments in 2002. Engineer Mashamba holds a Master of Science Degree in Electrical Engineering which he obtained at Kharkov Polytechnical Institute in Ukraine. He also holds a Masters of Business Administration (MBA) Degree which he obtained from Nottingham University in 2012.
